The Pennsbury School Board in Bucks County was the first School Board in PA to do it. Two news reports with reaction from upset local teacher union officials:

The Bucks County Courier Times Editorial Board had this favorable opinion:

The Pennsbury School Board took a public stand on an important issue where many week-kneed state legislators will not. They are now sending a copy of their signed resolution to Governor Rendell and all Bucks Co. legislators. This activity helps put pressure on the legislature. We encourage everyone to contact their local school board to do the same thing as Pennsbury did.
