City Council seat up for grabs Libertarian swim coach Mark Rauterkus and Green Party student Jason Phillips, both of the Flats, also are running.

In addition to those neighborhoods, the district includes Allentown, Arlington Heights, Beltzhoover, Knoxville, the Mount Oliver neighborhood, South Side Slopes, St. Clair Village, and parts of Central Oakland, South Oakland and Mount Washington.

Mr. Wolosik said voters should bring identification, which is required of those who are new to the district.

The county will open 42 precincts from 7 a.m. to 8 p.m. and expects to bill the city $35,000 for the cost, he said. Voters can find their polling place at www.county.allegheny.pa.us/elect.

Voters in 13 neighborhoods will pick a new Pittsburgh City Council member today in a special election to replace Gene Ricciardi, who left the nine-member body to become a district judge.

Allegheny County Elections Director Mark Wolosik said he anticipated that the turnout would not exceed 20 percent of the 24,115 registered voters in District 3.

If that prediction is accurate, fewer than 1,000 votes could be enough to win in the eight-person field.

The Democratic nominee is Jeffrey S. Koch, an Arlington landscaper and acting city public works foreman.

Fund-raiser Neal Andrus of Arlington represents the Republican Party.

Four longtime Democrats are running without their party's backing. They are city painter Matthew Bartus of Carrick, staffing business owner Bruce Krane, home design business owner Bruce Kraus, and contractor and real estate salesman Michael Waligorski, all of the South Side Flats.
