snip from another web site:

The top-level direction of the executive branch departments are, for the most part, held by officials appointed by, and serving at the pleasure of, the Governor. The Governor has responsibility for nominating the heads of Cabinet departments and other boards and commissions. The Senate confirms the Governor's appointments of Cabinet Secretaries.

Cabinet Secretaries are typically chosen from the ranks of the Governor's key political and financial supporters, although some departments do require specialized expertise (Health, Military Affairs, for example). As with the Governor's Office staff, the first loyalty of any cabinet officer is to the Governor, and key policy decisions are typically cleared with the Governor's Office. As a result, it is important to try to get a handle on the Governor's position on an issue, and to realize that trying to effect change through the cabinet official may not be productive. However, these are often long-time friends of the Governor, and they have the influence that goes along with being close friends and advisors.
